Hughes on Qwest's Winning Team for GSA Networx Universal Contract Company to Provide Satellite Broadband Networks and Services to Federal Agencies

Germantown, Maryland, April 9, 2007— Hughes Network Systems, LLC (HUGHES), the global leader in broadband satellite network solutions and services, today announced that it is a member of Qwest Communications International Inc.'s winning team for a recently announced U.S. General Services Administration's (GSA) Networx Universal contract. Hughes will provide satellite broadband network equipment and services as a subcontractor in support of federal mission-critical telecommunications requirements. The entire Networx program, to include the smaller Networx Enterprise contracts, is estimated at $68 billion over the life of the 10-year contracts, and will provide voice, IP, wireless, and satellite services to 135 federal agencies across 191 countries.

Hughes is the world leader in providing satellite broadband networks and services, which are based on very small aperture terminal (VSAT) technology. These network offerings are ideal for connecting geographically dispersed offices, many in rural locations not accessible by terrestrial or wireless alternatives. In addition, Hughes' satellite-based solutions offer government a true alternate path, redundant networking option for the purposes of Continuity of Operations (COOP) and emergency response that ensures federal facilities, telecommuters, and mobile employees can continue working even if an agency's primary terrestrial network fails.

“Networx Universal is the most comprehensive telecommunications contract ever awarded by the federal government,” said Tony Bardo, assistant vice president of government services at Hughes. “Its breadth and scope means that federal agencies will receive continued, uninterrupted telecommunications service while simultaneously providing a robust suite of new service offerings and the flexibility to add innovative services in the future. We welcome the opportunity to work with Qwest to bring Hughes' global track record of success in providing satellite broadband communications, managed networks, and continuity of operations solutions via Networx Universal-ensuring superior service to federal civilian and defense agencies.”

The contract vehicle also offers mandatory and optional services including telecommunications, IP-based services, management and application services, security services, wireless services, and special services (e.g., land mobile radio). Networx Universal serves as the primary replacement for FTS2001.
